Mercer hires Toby Buscombe from Access Capital

Mercer, the investment services, outsourcing and human resource consulting firm, says it has hired Toby Buscombe to advise its clients on global infrastructure investments.

Buscombe left Access Capital Advisers for Mercer and will be based in London, says Karen Chester, a Mercer partner.

Access Capital chief executive Alexander Austin says Stephen Burns, an eight-year veteran of the firm, has been promoted to lead the firm’s U.K. and European offices and will be head of infrastructure Europe.
